Not sure if it's ranked but I think some items do depend on the persons current spec. And can't say I agree to everything. mp5 imo > spell haste for example. Though it's been somewhat buffed now also reducing general cooldown on spells which might make it nice it also increases mana usage. So some items imo are debatable. Ofcourse that is if the way they put it from 1 to 10 is indeed from best to well... less good :P
